Training Programme on Registration (PEARL) Software Inaugurated@Lakshadweep
        A training programme was conducted for officials of Sub Registrar Office Kavaratti and revenue department on 25th May 2016. The programme was inaugurated by Shri. Tariq Thomas, IAS, Secretary (Revenue). Secretary said, though the number of registrations are very few in this small UT, computerization is important to make the system more convenient to the citizen and also to keep pace with the development in other part of the country. Shri Pandey DANICS , Addl. District Magistrate welcomed the Officers and participants. State informatics Officer gave a briefing on the application. Shri Reji S , Technical Assistant and DIA Minicoy, made detailed presentation on the Registration Software, PEARL (Programme for Effective Administration of Registration Law).

PEARL application has two modules, public module and SRO (Sub registrar Office) module. Through public module, citizen can book date and time of registration and submit application. User has to register in the system and after that he can login and enter the details of executant, claimants, details of properties etc. After entering the details he has to appear before the Sub Registrar at allotted date and time with written document etc. Sub registrar official will download the particular token details and verify with the original documents. Stamp fee will be calculated and payment is made. Once registration process is completed by the Sub Registrar, registration certificate can be printed from the system and given to the registrant. The application will be implemented by taking Kavaratti as pilot in first phase and rolling out in other islands will be decided after ensuring smooth functioning of the new system of registration.

The registration project is one of the components of DILRMP (Digital India Land Records Modernization Programme). Here land records are already computerized. Once online registration is implemented, mutation process can be automated by integrating this application with Land Records application which will facilitate real time updating in both records and avoid any conflicts in future.
